At the centre of this ambitious transformation is the proposed Kenya Agricultural Digital Information Centre (KADIC). This new institutional heavyweight will be tasked with the oversight of all digital agricultural programmes, serving as the primary custodian for sector-wide data and the engine for national innovation. By consolidating authority, the state aims to rectify chronic interoperability failures between existing platforms, ensuring that the public and private sectors can finally communicate through a seamless, standardised digital exchange.
The policy leverages the substantial foundation of the Kenya Integrated Agriculture Management Information System (KIAMIS), which, as of early 2026, maintains a comprehensive registry of over 7.2 million farmers. With this data bedrock in place, the government is now inviting a new era of “precision farming.” The framework explicitly encourages the adoption of the Internet of Things (IoT), drone technology, and blockchain to bolster traceability and output. Crucially, the policy addresses the socio-economic disparities that have long plagued the “Silicon Savannah.” Recognising that technology often outpaces equity, the draft mandates targeted interventions for women, youth, and marginalised communities to lower the barriers of device costs and digital illiteracy. To protect the vast amounts of sensitive information being collected, the framework strictly aligns with the Data Protection Act of 2019.
